Can baby formula be returned to any store?

I bought some baby formula over the internet and I was wondering if I can take the formula back to any store that sells it?

I ordered Soy, but I wanted Dairy.

I know Whole Foods and Babies R Us carry Earth’s Best Organic formula.
I’m not sure what the WIC formulas are, but I am trying to return Earth’s Best Organic Infant Formula.

Which type of baby formula is better, Enfamil Lipil or an organic?

My wife and I are at odds over which formula is best for our baby. I want to stick with the Enfamil because it provides the most nutrients. My wife wants to use the organic brand from Whole Foods because it doesn’t contain chemicals. I feel that if the Enfamil were harmful, it would not be on the shelves. What do you all think?
